Officers were dispatched on a report of a suspicious vehicle. Officers located the vehicle and conducted a traffic stop. Once the vehicle pulled over the driver and passenger ran from the vehicle. Officers set up containment on the area and later located Raymond Rivera, 19. Rivera was arrested for possession of heroin and several felony warrants.
